NAFI 2025 - Part 141 Update - At the PPC Education Center
Topic:
Update on Part 141 Modernization Effort
Date and Time:
Wednesday, July 23, 2025, starting at 09:00 Central Daylight Time Download Calendar File
Speaker(s):
Everette Rochon & Lee Collins
Brief Description:

Do not miss this important update from the FAA and the National Flight Training Alliance on the progress being made by industry work groups who are seeking to improve flight training under Part 141. Current Part 141 pilot school training regulations have foundational ties to the early years of pilot training and elements directly linked to the Civil Air Regulations. Therefore, updating Part 141 regulations would ensure the training conducted at pilot schools meets the 21st century challenges of technology, safety, and the advancements in teaching and learning techniques

PRESENTED DURING THE EAA AIRVENTURE FLY-IN.  NO FEE FOR THE NAFI PRESENTATIONS, BUT AN ENTRANCE FEE IS REQUIRED BY EAA AIRVENTURE TO ENTER THE GROUNDS.

Everette Rochon, a graduate of the U.S. Naval Academy, joined the FAA in 2009 with almost 20 years of aviation experience as a Naval Flight Officer, Navy Safety and Standardization Instructor, civil flight instructor, and airline pilot. In 2014, he led the team that successively finalized Part 107 of Title 14 Code of Federal Regulations. Published in June 2016, Part 107 is the first rule in the U.S. to allow pilot certification and operations of small UAS for non-hobby and non-recreational purposes. In 2020, Mr. Rochon was named Manager of the Training and Certification Group, in the General Aviation and Commercial Division, Flight Standards Service. The Training and Certification Group is responsible for the training & certification of Pilots & Flight Instructors; Part 141 pilot school support; FAA approval and use of Aviation Training Devices; and Aviation Safety Inspector (General Aviation-Operations) qualifications and currency.

Lee Collins currently serves as the Chief Executive Officer of the National Flight Training Alliance (NFTA), where he brings a wealth of leadership experience and passion for aviation to his current role.  Early in his career he was involved with flight training and eventually was the owner of a 141 Flight Training Center in Louisville, KY. In later years his career spanned both Corporate and 135 Flight Operations, as well as the Regional and Major Airline industries. Throughout his long career, Lee has held significant leadership roles in various aviation organizations, including Philanthropic, Government and Legislative Affairs, Airline Operations, Flight Safety and Security. He was also instrumental in driving culture transformation and rebranding efforts during his tenure as President of an Airline Pilot Trade Association, where he demonstrated strong leadership and vision on a variety of important issues before our nation's airline industry.

NAFI would like to thank EAA for making the theater and space in the EAA Pilot Proficiency Center available for NAFI's presentations, member and pilot support during EAA AirVenture 2025.
