The National Park Service and Fish and Wildlife Service along with the Federal Aviation Administration, while recognizing the public freedom to transit navigable airspace, have partnered in a cooperative agreement to reduce the incidence of low flying aircraft over NPS and FWS administered lands. Low flying aircraft are a source of frequent public complaint and may pose a potential hazard to local wildlife and endangered species, specifically the Puerto Rican parrot.
The current Puerto Rico/Virgin Islands VFR Terminal Area Chart shows all designated National Park and Wildlife refuge areas. Recall too that there exists a recommended 2,000 ft. minimum altitude for aircraft transiting these areas. Please... let's make a concerted effort to respect that airspace and relieve these areas of unnecessary disturbance by aircraft.
