Ralph Wilfong has worked in public safety planning, training and operations for more than 30 years.  He is the Chief Executive Officer for Emergency Management Specialists LLC, a firm that specializes in teaching and consulting on emergency services.  Ralph will compare and contrast several devices commonly used by pilots as emergency locators.  He will discuss the benefits, costs, and disadvantages of several devices used by pilots.  Ralph will discuss SPOT, several Personal Locator Beacons (PLB) models, as well as the 121.5 and 406 MHz ELTs installed in aircraft.  Part 14 CFR 91.207 requires that most U.S. registered aircraft have an operable ELT installed.  Ralph will discuss what this requirement means in practical terms.

Emergency Management Specialists LLC and Western Aviation at Spokane Felts Field have teamed up to offer this course for pilots and aircraft owners.  Western Aviation is graciously providing a meeting place, refreshments, and some of the equipment used in the course.
