Brief Description:

Now is your opportunity to ask questions and provide feedback to help maintain safe air-tour operations over the Black Hills and surrounding National Parks.  The 23 members of the Black Hills Aerial Safety Council (BHASC) have voluntarily agreed to participate in the annual meeting.

Please register online to participate at the meeting.

Aviation Safety is the number one priority for all of us, and your participation at this meeting is greatly appreciated (see attachment for detailed agenda).

The Federal Aviation Administration (FAA) in cooperation with the National Park Service (NPS) has been taking pro-active steps with raising greater awareness with the air-tour operators and to address all safety concerns.

The BHASC was established in 1998, and since that time the members have been instrumental in creating a positive safety culture.  Our main objective is foster, cultivate, and provide open communication to discuss a variety of topics which help mitigate and prevent adverse impacts on natural/cultural resources, visitor experiences, and tribal lands.

  • Aeronautical Chart Markings
  • Heliport/Helipad Approvals and Identifiers
  • Aircraft Radio Positions Calls & Frequency Usage
  • Noise Sensitive Areas
  • Review of the Memorandum of Understanding (MOU) Review
  • Ellsworth AFB Approach/Departure Routes
  • Air-Tour Regulatory Limitations & Requirements
  • Black Hills Air-Tour Operations Plan (ATOP) Review
  • Fire Fighting Resources
  • Black Hills Aerial Adventures / Dakota Rotors Concerns & Activity
  • Black Hills Helicopters Concerns & Activity
  • Crazy Horse Mountain Concerns & Activity

* NOTE: There are five National Parks that are members of the Black Hills Aerial Safety Council.

Directions to Venue:

This 2023 Black Hills Aerial Safety Council Meeting will take place at the Mount Rushmore Administration Building in the Downstairs Conference Room.  When driving to Mount Rushmore from Keystone on SD Highway 244, continue around the parking area and go straight through the traffic light, continue around the corner and you will find the drive on the right-side taking you up to the Administration Building.  At the security gate, press the button and let the agent know you are there for this meeting.
