Brief Description:

For our June EAA Chapter 92 meeting, join us for a content and status report on the EAA effort to update the current 40 hour Phase 1 flight test program for E-AB aircraft to a task-based process with specific test plan steps.  This new process will provide for a more thorough and complete flight test for confirming the flight characteristics of a new aircraft, and will ultimately enhance safety for the original builder and for subsequent owners.

EAA DEVELOPED PHASE 1 FLIGHT TEST PLAN for E-AB AIRCRAFT - - CONTENT UPDATE

The EAA Homebuilt Aircraft Council has been working for a number of years to restructure the Phase 1 flight test program for E-AB aircraft from an "hours-based" format to a "phased task-based" format.  The current format only requires 40 hours of testing, and provides little guidance to builders on how to fully characterize and explore the flight envelope and performance parameters for their new aircraft, with the result that some aircraft are certified for full Phase 2, unrestricted operation without having had all basic and critical parameters properly determined and verified.

The "phased task-based" format is intended to provide progressive, structured guidance to the builder on testing steps that will result in a full characterization of the aircraft's performance parameters and limitations.  EAA is in the process of working to complete and implement this new phased testing approach, which will allow for Phase 1 sign-off once all the test steps are satisfactorily completed, rather than at the arbitrary 40 hour point.

Dave will present the current test plan content and the status of the implementation process

About our Speaker:

Dave is a three-time airplane builder, a DAR (Designated Airworthiness Representative) for E-AB aircraft, an A&P, an EAA Chapter 92 Technical Counselor, and a member of the EAA Homebuilt Aircraft Council in Oshkosh.  He is currently helping a friend complete his RV-8.  He writes a monthly column for KITPLANES magazine titled Maintenance Matters.  The series of KITPLANE articles and related research provided the material for his book published last year by EAA, "Powering Your Plane".
