Completion of a Flight Review (or an authorized alternative) is required for every pilot every 24 calendar months. One of the areas of concern regarding a Flight Review is that the complete content is not specified, thus leaving most of the Flight Review content up to individual instructors. This creates the unique situation where no two pilots cover the same material in a Flight Review.

This Advanced WINGS Flight Review activity strives to standardize the Flight Review by including three knowledge activities and three flight activities, in addition to the other elements required by 14 CFR part 61.56. Please note that this Activity is an optional alternative to the Flight Review content an individual instructor may require.

This Advanced WINGS Flight Review Activity is designed to meet the regulatory requirements of 14 CFR part 61.56; i.e.,

   (a) Except as provided in paragraphs (b) and (f) of this section, a flight review consists of a minimum of 1 hour of flight training and 1 hour of ground training. The review must include:

            (1) A review of the current general operating and flight rules of part 91 of this chapter; and

            (2) A review of those maneuvers and procedures that, at the discretion of the person giving the review, are necessary for the pilot to demonstrate the safe exercise of the privileges of the pilot certificate.

Satisfactory completion of the Knowledge portion (ground training) of this Advanced WINGS Flight Review Activity requires completion of the following online courses available on www.FAASafety.gov.

NOTE:  These knowledge courses are recommended for completion of this Advanced WINGS Flight Review activity.  There may be other knowledge courses covering a review of the current general operating and flight rules of Part 91 that can be substituted for the following courses upon the recommendation of the instructor. 

• Aeronautical Decision Making for VFR Pilots, ALC-62

• Avoiding Loss of Control, ALC-214

• Airspace, Special Use Airspace and TFRs, ALC-42

In addition, we recommend completion of the following online courses.

• Flight Review Prep Guide, ALC-25

• Hold Short for Runway Safety, ALC-48

• Performance and Limitations, ALC-63

The completion of the above knowledge courses, is required before an instructor can give credit for completion of this Advanced WINGS Flight Review activity.  The instructor must confirm completion of these courses by reviewing a pilot's "Completed Courses" record on FAASafety.gov, before giving WINGS credit for this Activity.

Satisfactory completion of the Flight portion (flight training) of this Advanced WINGS Flight Review Activity requires completion of the following Flight Activities, available on www.FAASafety.gov . (See below for a search method for finding specific activities on FAASafety.gov.)

• Basic Flight Topic 1 - Takeoffs, Launches, and Landings (as appropriate for the aircraft category and class, which are set in a pilot's WINGS Profile)

• Basic Flight Topic 2 - Positive Aircraft Control, including Loss of Control Issues

• Basic Flight Topic 3 - Basic Flying Skills (as appropriate for the aircraft category and class, which are set in a pilot's WINGS Profile)

An instructor must ensure that all tasks required by the above three Flight Activities are satisfactorily completed by the pilot before giving WINGS credit for this Activity. At the discretion of the flight instructor, additional flight training may be necessary before the pilot can demonstrate proficiency. To summarize the requirements of this Advanced WINGS Flight Review Activity, the instructor:

• Confirms completion of the required online knowledge courses.

• Completes the flight tasks as outlined above,

• Reviews the current general operating and flight rules of 14 CFR part 91, and

• Reviews the pilot's operating and planning habits, local area flying practices, and cross country planning techniques and best practices

(Note: The instructor must not give credit for the individual flight activities specified in this activity as this will duplicate those credits.)

Additional Information:

Completion of a Flight Review, in accordance with the provisions of 14 CFR part 61.56, meets a specific regulatory requirement. This regulation specifies that the flight review must include: (1) A review of the current general operating and flight rules of FAR 91; and (2) A review of those maneuvers and procedures that, at the discretion of the person giving the review, are necessary for the pilot to demonstrate the safe exercise of the privileges of the pilot certificate. (Emphasis added.)

Furthermore, the FAA and instructors are quick to point out that it is not a test. There is no pass or fail criteria, although the instructor giving it can decline to endorse your logbook that a flight review has been completed.

The WINGS Program, on the other hand, does require the satisfactory demonstration to ACS standards of specified maneuvers to complete a phase of WINGS. These maneuvers are explicitly required because they address primary accident causal factors.

Therefore, because the instructor conducting a "standard" Flight Review is responsible for the content, and that there are no completion standards specified, simply completing a "standard" Flight Review alone does not qualify for credit in the WINGS Program. On the other hand, if individual WINGS requirements are satisfactorily completed, the instructor can give individual WINGS credit using the instructor tools on FAASafety.gov.

Search Method for finding specific Flight activities on FAASafety.gov

1. Go to FAASafety.gov (you do not need to log in)

2. Under the Activities, Courses, Seminars & Webinars tab, click on Activities

3. In the Search Activities area, click on the WINGS choice in the Program section

4. Check the Flight 1 choice to find the first flight activity; click on the Perform Search link

5. Scroll to find your category and class of aircraft, and your pilot certificate level; click on the Activity Name and print the activity requirements

6. Repeat step 5 for the second flight activity and the third flight activity, one at a time
