Type: General Information
Notice Date: Thursday, October 30, 2014
Notice Number: NOTC5694
Use of air to air frequencies for aircraft and helicopters.
This notice expired on
Sunday, November 30, 2014

In the FCC rules 47 CFR 87.187(j) it states:

The frequency 122.750 MHz is authorized for use by private fixed wing aircraft for air-air communications.

The frequency 123.025 MHz is authorized for use by helicopters for air-air communications.

Thus if you are in a fixed wing aircraft and want to be in contact with another fixed wing aircraft you should be using 122.750.

The frequency 123.025 is for air-air communication between helicopters – one of the uses of this frequency is Medevac helicopters on their way to or from accident sites coordinating among themselves their location to avoid collisions.
