Where is my permanent Pilot certificate?

The Orlando FSDO receives many calls from airmen asking, “Where is my permanent pilot certificate”?  Last year, AFS-760, Airmen Certification Branch in Oklahoma City, processed over 154,000 airmen applications and returned 12,790 applications for errors or omissions. This includes both paper applications and IACRA generated applications.  This creates additional work and slows down the process for everyone.  Note that if an error was made on the IACRA application, that corrections cannot be made in the IACRA system when a signature is required.  A pen and ink change must be made on a paper application and then mailed to the FSDO for review, taking further time.  Further, you are unlikely to receive your permanent certificate within 120 days if a problem is found on your application.

So what part of the application is the problem you ask?  There is no one problem area.  Below is a partial list of the areas sited most often on both paper and IACRA applications.

·          Review information on Superseded Certificate (personal information must match)

·          Name Change or Correction (airman’s name should match your Passport or previous certificate)

·          Citizenship or Nationality change

·          Record of Pilot flight time was omitted or is insufficient

·          No Foreign Pilot Letter of Authenticity on file

·          Foreign Pilot Letter of Authenticity is expired (valid for 6 months)

·          Section II(D), missing Foreign License data

·          Section IV, Have you failed a Practical test? (mark “Yes” or “No” as appropriate)

·          PO Box address provided without a map or written directions

·          Commercial addresses are not acceptable

So what can you do as a CFI and/or Flight School to make sure the pilots you train don’t have to go through this ordeal after they have passed their checkride?  First, refer to the 8710.1 instruction page in order to make sure that all blocks are answered accurately and completely, then double check the application again.
