Line Up and Wait (LUAW) Procedures for Springfield/Branson National Airport

LUAW procedures are commonly used at Springfield/Branson National Airport to expedite the safe movement of departure aircraft.  Springfield Tower operates under an approved waiver allowing the use of LUAW.
1.   The controller may not state the reason for the LUAW if the reason is obvious (such as arriving aircraft rolling out on the runway.
2.   The controller must state the reason if not obvious (such as aircraft departing crossing runway prior to your departure).  "N123, RUNWAY 2, LINE UP AND WAIT, TRAFFIC DEPARTING RUNWAY 32."
3.   Pilots must understand they are NOT CLEARED for takeoff with a LUAW clearance.
4.   Once lined up on the runway as cleared by a LUAW clearance, the pilot should be expecting a takeoff clearance but should hold in position until cleared for takeoff.
5.   The pilot is cleared for takeoff only when the controller issues the statement: "CLEARED FOR TAKEOFF" as in the example, "N123, RUNWAY 2, CLEARED FOR TAKEOFF."  The pilot is NOT cleared by observing another airplane's prior departure on the crossing runway.
6.  Should a pilot have a question regarding the reason for the LUAW clearance issued, that pilot should query the controller PRIOR to crossing the hold short line (DO NOT ENTER THE RUNWAY IF YOU HAVE A QUESTION ABOUT THE CLEARANCE).
