Brief Description:

This course, “Low and Fast: Is it Safe and Is it Legal?”, discusses the hazards, risks and consequences of intentional low altitude flight for thrill purposes.

The presenter is a former Navy A-6 intruder bombardier/ navigator who flew low and fast legally for a living. Often called “buzzing”, many pilots and passengers have perished through the years participating in this aeronautical activity.

The course also describes the FAA regulations found in 14 CFR Part 91 concerning TFRs, altitude, flight, aerobatic flight and airspeed limitations and legal ramifications of intentional low altitude flight for thrill purposes.

JEFF EDWARDS - Presenter

Dr. William Jeffrey “Jeff” Edwards is a Navy ROTC graduate of Miami University of Ohio and a graduate of The Ohio State University. His Ph.D. is in Aviation from Saint Louis University, concentrating in aviation safety. He served in the United States Navy as bombardier/ navigator flying A-6 Intruders aboard the USS John F. Kennedywith Attack Squadron 34 and Attack Squadron 176 aboard the USS Forrestal.  He is a veteran of the first Gulf War. Jeff’s last tour of military active duty was as an aircraft accident investigator with the U.S. Naval Safety Center where he investigated Navy and Marine Corps aircraft accidents around the world, including a Bell UH-1H helicopter crash in Antarctica, a Marine Corps F/A-18 crash in Malaysia and a Marine CH-53E crash in Somalia. 

Jeff served as an aircraft accident investigator for McDonnell Douglas Aerospace and Boeing, investigating both civil and military aviation mishaps, including the TWA 427 MD-80 and Cessna 441 runway incursion collision accident at the St. Louis, Missouri Lambert Field and the 1996 Valujet Florida Everglades DC-9 in-flight fire tragedy. 

In 1997, Jeff founded AvSafe, LLC, an aviation safety consulting company. AvSafe provides consulting services to the insurance and legal industry. Jeff has consulted on over 500 aircraft accident cases including the Marine Corps EA-6B gondola wire strike in Cavalese, Italy and the Missouri Governor Mel Carnahan Cessna 335 loss of control accident. 

Jeff is a former corporate and Part 135 pilot and holds an ATP certificate, a Commercial single engine land and sea, and glider certificates, and CFII, MEI and AGI certificates with nearly 10,000 hours total time. Jeff has been a flight instructor since 1982 and is a former FAA designated pilot examiner. He is a Master Certificated Flight Instructor Emeritus and a 6 time designated Master Certificated Flight Instructor. Jeff is a founder and current President of the Lancair Owners and Builders Organization, an international type club for Lancair fliers. In 2011, he and his LOBO teammates met with FAA leadership and advocated for the additional pilot program for Phase I Flight Tests of Experimental Amateur Built (EAB) Aircraft. This proposal became AC 90-116 and was released in 2014 by the FAA and has helped reduce losses of EAB aircraft in Phase I. In 2003, Jeff was honored as the National Flight Instructor of the Year by the FAA and industry. He is the 2016 co-recipient of the Society of Experimental Test Pilots Spirit of Flight Award. 

Jeff currently serves as a subject matter expert for the General Aviation Joint Steering Committee (GA JSC), a national industry and FAA group researching and implementing safety interventions for general aviation. FMI: see www.avsafe.com
